Smartest: Trevor....Sorry, did I type that wrong? I meant Tommy and Claude. Tommy knows how to run a business and an empire. And for Claude, he knows his way through the city without even looking at a map! *because GTA III doesn't have a map*

Niko in the first category, Tommy for both categories. 

 

Since I am a VC fanboy, I may tell Niko was the best in combat.

Niko is a war veteran, so he got the best combat skills.

Tommy runs a successful crime family and is the kingpin of Vice City, so he is the smartest.

And since Luis got the chicks and all, he is the good looking one, I also have to say, since Tommy is based on Ray Liotta and Al Pacino he is very good looking too.

Luis is the best looking. That black suit looks cool as sh*t.

 

Niko is best in combat hands down for obvious reasons.

 

Michael is the smartest. He planned successful Heists, outsmarted the FIB and knew when to go into witness protection.
