Which is the best way to unlock the territory glitch without using cheats on PC?

The exploit of adding weak turfs by flying off the map only works on the v1 game engine. Even then, it only works well on PS2. Only a handful of turfs can be glitched on PC and there are hazards that can glitch your game. If you've got v1 and still can't get it to work then check out the topic for mapping the off-map sectors in the Guides and Strategies sub-forum. It's a lot easier to get the glitches you want if you aren't flying around randomly.

 

There are a lot of turf exploits that don't involve flying off the map that work on almost all versions of San Andreas.

Oh, yes. There are lots of options if you don't mind modding. There's a Big Gangs (?) mod that gets a lot of attention, and probably has the best community centered around modded gang wars. You can also use the Savegame Editor 3.x or SASE 1.00 to adjust the gang density in your save. Your question was about a "glitch" so I was focusing on exploits.

255 is a pretty lame density setting. For one, setting densities over 40 won't make more gangsters spawn or make the gang wars more difficult. But also, 255 is the maximum possible density. If any more density is added through gang attacks or gang wars then the density will roll over past 0 to a very low amount.

 

Many of these zones (country, desert) are far from any popcycle that can spawn gang members. You'll have a tough time starting a gang war in remote locations.

as there are over 40 there are some more gang members and the power of color increases
so in remote areas there will be no members even save editors that can not set
alę will be in san fierro las venturas and villages and sometimes on the street they will drive cars
there are special opcodes for setting density cops peds and gangs

I intend to correct any misinformation you post in this topic.

 

My comment about SASE and the Savegame Editor managing popcycles was in response to your inaccurate statement that the editors can't adjust popcycles. 

 

I didn't say there were too many gangsters spawning. I said that increasing gangster density to high levels does not increase their spawn rate on the streets. A density of 255 is unnecessary and can have unintended consequences due to the byte rolling over when gang density is added by gang attack exploits or adjusted by gang wars. The color alpha, the field that controls the darkness of the gang colors in the turf, doesn't not increase beyond the same level set by a density of 40.

 

For that matter, setting a density for 8 gangs further complicates the matter. After a successful gang war, a density of 8 * 32 = 0, so even normal densities will have issues with roll over.

well, I know how editors work such modifications of records are more profitable on ps2
as far as I know, these are the top 2 editors save
they can set something there but it only works on the game record
