Start the Humane Labs final setup mission, where you put insurgents in lab park and the mini wasn't there, and there was no pause menu.  And the interactive menu GPS also did nothing.

These things can be caused by one of the players having a shoddy internet connection.

I'm not particularly familiar with the mission in question; but what you describe resembles something I have encountered at the beginning of several missions when playing together with someone else.

 

I think this bug happens sometimes when the different players spawn at very different times into the mission, due to different connection speeds or server issues in general. Early arriving players just won't get any overlays (mini-map, weapon wheel etc.) loaded as long as the other players haven't arrived, and sometimes the stuff won't launch afterwards either, as if you're still stuck in mission screen limbo (which probably is exactly what is happening here).

 

I'm on PC, and what usually works for me is triggering a log-out via hotkeys Alt-F4 (consoles will have some similar hotkeys for "leaving online", surely?), and when asked to confirm, I instead cancel the log out ("No"), and so return back to the mission. Usually everything is correctly sitting in place now. (This is a quite popular maneuver, as it also helps bypassing save failures in freemode.)

 

Hope that's it, and you have not encountered some new f*ck up, since the game has enough of those already.
