Real Mafia don't usually hang around on the streets like normal gangs would. The Mafia generally are more organized and formal compared to gangsta's. I believe that's the main reason why.

Probably because the gangs work like factions, so the Mafia is another faction in the game. Just for convenience. Gangs, factions, same difference, and easier to order them into the same catagory rather than making a brand new catagory just for them.

Probably because the mafia's only territory is the Strip and I guess it would be odd seeing all these mafia guys hanging around the casino's everywhere.

Correct me if I'm wrong but the Mafia were originally supposed to (or at the very least have code that enable them to) have territory in the like every other gang where they would appear. Either way as Recommended said, the Mafia tend to operate behind the scenes as opposed to what we would view as regular gangstas.

It's besides the point, I suppose, but just so you know... It is possible to get Mafia to spawn on a normal v1 game - the version that has the glitch that adds weak gang turfs when CJ flies off the edge of the map. It used to be a hopelessly random glitch, but recently the off-map sectors have been mapped so it's a little easier to add the gang you want, and only that gang, to a few select turfs. One installed in a zone there are other gang war exploits that can increase their density and spread them to other parts of the map.

 

More to the point, there are a lot of unused features in SA. Many appear to be leftovers from VC and III, others appear to be plans that were abandoned. At the time of release, this game was considered to be a bit rushed. Without any hints from the game files it would be hard to guess their original purpose. The Things to Do in San Andreas mod worked hard to implement unused parts of the game based on available clues. If that mod doesn't have an implementation of the Mafia gang then there probably isn't much hope of figuring it out now.

What @OrionSR mentioned it's possible with the gang territory glitch that works every time on the original PS2 V1. SA.

 

In my game, the Mafia constantly get into shootouts with GSF, ballas, and Vagos in LV. That's what's so good about the PS2 version of SA;) It outdated as hell by todays standards, but It's things like this that makes me come back the PS2 version every time :^:

We've seen enough of the Mafia in the previous games. Do we really need to see more of them in a game that's supposed to be based around African-American urban gang life?

Well, Mafia is a criminal organization, and of course every criminal organization has a territory and they will appear in street to protect it, but they dont. 

 

Las Venturas is a place where you can gamble all of your money, buy a very expensive clothes and stuffs, and also the place for prostitutes. All famous people are there and rich people are there. If you see Los Santos and San Fierro, you can see how poor is the city. Homeless everywhere, people riding bicycle, and almost everyday gangwar occurs. Are both San Fierro and Los Santos a good place to stay?

No.

 

Las Venturas is a place where you can find treasures. No wonder there will be no gang try to ruin the peaceful of the place. If Mafia appear on street, what will you do? Of course you will run from there! Same as Triads in Four Dragons Casino. They both never appear on street, because if they are there, they will create a gang war, which honestly ruin the peace of Las Venturas and yes police and army will actually move.

 

Army? Why?

 

One of the army bases contains fuels and weapons, K.A.C.C, is there. If the Mafia and Triads were trying to capture the place, the army would be at disadvantage and everyone can attack Area 69 whenever they want because there will be no fuels so they cant go from there by vehicles. And no army will go from there on foot, sandstorm will tear they apart. 

 

Second reason is they only work to protect the casino not for their territory. As long as there are no threat, they won't release even a single guy to street just to protect their territory. They can either scare customer that want to enter the casino, or attract Triads' attention and start to make a gang war like the first reason. 

 

Maybe this reason is illogical enough to understand but this is my opinion about it.

The Gentlemen of the Mobs, only hang about their base locations.

While the dirty gamgs roam around their neighbourhoods.

You certainly do not see Mob soldiers standing about with AK47s (or any other weapon for that matter.)

The Don's usually had a Restaurant base, with a couple of their hoods standing around out front keeping an eye on the area.

R* didn't intend to make them appear on the streets because the models they use (VMAFF1, VMAFF2, VMAFF3 and VMAFF4) are also used by the Forellis and the Sindaccos in the missions, so it would be odd to see the Forellis and the Sindaccos hang out together as a one big gang even though they are enemies.
