Is it possible to enter the garage when another player is already in there and steal their car?

No. When they enter a garage they'll disappear for you unless you kill a mechanic.

Pull up to the garage. When the door opens shoot at the mechanic but dont kill him. Now you can enter ls customs on foot, but not before using your car to block the exit.  Now get out and kill mechanic with bomb or melee. Watch player panic as he tries to floor it out of there only to be blocked by your car. Only use this to fight evil

I thought not but someone managed to do it to me yesterday.  I was prepping a Deluxo, it cut out from the modding menu, another player appeared, I went to drive out of the garage and then I respawned back at my facility minus car even though I never even saw myself being killed.

Yep, PC.  When I respawned back at the facility I was trapped inside the facility door at first.
