How to get max amount of clutter and money in office?

I've seen people saying after 10 million made from crates you get max clutter and money, some say it's 20 million. Also i've seen people saying that you need to have sourced all special items. But what is the correct amount?

20 million in sales, and 20 million in bank

 

The cash on floor decreases if the bank balance decreases below that figure, once above, the cash on the floor is max again

Not as far as I have noticed, I collected all 6 on my main character, and only a couple on my second character, no difference in the clutter
