Only a few cars spawning in the map

So I installed the 1988 car pack, and only taxis, police cars, and one to two other vehicles spawn in. If I spawn myself in a vehicle then that vehicle will also start to spawn on the map. So how do I get all the vehicle types to spawn? I've tried changing the max num and all that in vehicles.ide but I may not have done it right or I went to the wrong setting. Help is appreciated.

Have you tried the Traffic Load mod? I haven't used it myself, but supposedly it helps with traffic and car issues.
