Gang factions attack on sight?

Another GTA Fan

This is one of those things I have never been able to figure out. In short, what causes certain gangs to attack CJ on sight?

I've recently done a new game to 100%, and I've noticed the Ballas on this data don't attack CJ on sight, however on my older 100% file, they do. I've created a cleo mod that spawns a bunch of foes for me to face, and I put them all under gang1 (Which is stated to be the Ballas gang).

 

I'm not sure what I've done differently, but in my new save game, they don't attack CJ on sight, however in the old save file, they do.

 

What causes this, and can it be fixed?

 

While on the subject, can the other gangs also be fixed so they attack CJ on sight?

 

As a note, the only difference is my last mission on this new data was End of the Line. On the old one the final thing I done for the 100% was LV Ringroad, so not sure if that's what changes the behavour of the gangs, but it's literally the only thing that I know I've done differently in the game.
