The first time I did it I was waiting and waiting and then got a message that he got away. If you are too low or too high up in the garage you will not see him. Do not go to the top floor. Also, if you are on the left of the garage (aiming right) you will not see him. When I missed him he apparently was behind the trees, bushes, pillars, etc.Go in the middle floor and position yourself on the right side (aiming to the left).
