Just Bought GTA 4 please help

i just bought gta 4 on steam, i have a PC that is plenty capable. i tried starting it and cant get past the very first screen with all the writing on it about rockstar and their studios. i downloaded the 1070 downgrade. same thing. did i just waste $20? theres no reason this shouldnt work other than the fact that its gta 4

What happens? Do you just get a black screen after the disclaimer and intro? If so let it sit a while. Takes forever to get into the game on 1.0.7.0 and 1.0.8.0. At least if you have Win 10 and the April Update. If that causes it.
