Well,with more driving skill you have less chances of falling from the bike after crashing with obstacle. As for noticeable improvements, your handling of cars will be better and you'll be less likely to spin out whilst driving at speed. For example, you'll be able to take tighter corners faster without much risk of losing control. For an interesting comparison, play for a while on a save where your driving skill is maximum, and then start a new game.
