In this journal, it talks about how someone just got there and don't know how. DimitriFaustin Posted May 3, 2018 Share Posted May 3, 2018 It can't be Claude Speed - the website clearly says "Individual Police Files" along with the Journal, it's most likely a private detective working alongside the ACPD. Claude Speed is in Anywhere City because he had just gotten out of prison and is seeking to be "the King", or the biggest criminal in town. Not necessarily just Claude Speed. The amount of people who've surely enough bribed a police officer in Anywhere City just to stay out of trouble is like the amount of politicians in D.C. Besides, if you look at the Rednecks website on GTA 2's website, a Redneck member warns another about someone matching Claude Speed's description coming to town.
