Police helicopter problem?

For some reason in both GTA IV and EFLC there's a weird problem with the helicopters once you get 3 stars. When you're on ground level, no matter where you are, the helicopters will just hover stationary high up in the air and not do anything. I only noticed this happening after the music "patch" so I was thinking if it was a problem with it, or is this just me?

Any insight appreciated.
