Problem with smoke and fog texture/particle

everytime CJ walks/drives through smoke or fog, it always show this transparent black squares instead of the proper texture/particle.

 

i have played GTA SA on (low end) PC for a long time, but recently i'm interested in mods and tried modding some minor elements in the game (icons, HUD, etc) but just realized about this problem. i have tried replacing effectsPC.txd and effects.fxp in "models" folder with the original file (i have never change it anyway), but still not fixed.
anyone know which file i should revert to original?
