Don't think so as Franklin is a true busta as he left his homies for a mansion while CJ still stuck to his homies despite having a mansion and a legitimate business.

I think he would see himself in Franklin young and ambitious but also tied to the hood. At least he'd probably give him a job at wang cars

Franklin may have left the hood, but throughout the game, he continually returns there to do some business and even rescues Lamar and drives him home. Franklin is only a few miles away at his farthest, while CJ left Los Santos and the state of San Andreas entirely, taking up residence on the East Coast for years. Not that I consider CJ a busta, but if you need to argue that point, CJ is far more of a busta than Franklin ever was.

CJ's reasons for leaving were more understandable, having indirectly caused the death of his brother. Not to say him leaving is excusable, but definitely more forgivable especially considering how CJ more than makes up for his absence.

 

Franklin may have only moved to the other side of LS but he never really gave a flying f*ck about the hood to begin with, he just wanted money and fame. From this completely materialistic point of view Franklin could be viewed as the bigger "busta".

 

On the other hand, the gangster lifestyle seen in the early 90's is long gone and Franklin's reasons in the modern day are also more understandable and maybe that idiot Lamar should realise that. Thinking back, even CJ was willing to abandon the hood once he became rich and famous. I really don't know who the bigger busta is now.
