Game crashes when loading anything from Carcer City

Whenever I load anything from Carcer City my game seems to crash. SA, LC and VC are fine, but everything else is crash-prone. Whenever I load anything from Carcer City used pedspawner cheat for example, my game will crash as soon as I load the model. Are there any solutions to this?
