Because they're greedy as hell and rather keep the money.

 

But if they've gone and bought licenses for new songs, they must have spent something, right?

And they renewed the rights to most of them since they didn't replace every single radio with static noise.

I can't even start the game after the update, it just crashes after the legal screen.
