Like ladders running up the sides of docks and runways, they make the environment look interactive for others as well as the player. This goes a long way when it comes to immersion. 2. If you're ever stuck walking the tunnels, it gives you something to look at. 3. There may have been plans for them to go somewhere, much like how there's an interior for Sherman Dam.
