Can't aim smoothly?

So i'm stuck on the mission "The Shootist" because i cant aim smoothly like they do in videos? when i try to move my mouse it kind of just goes wayy more than it should have and no its not sensitivity i just can't land on anything perfectly.

 

 

Any way to fix this so i can aim properly?
