GTA Online - Low fps, my cpu is the bottleneck?

Windows 8.1 Pro

CPU: AMD Phenom II X6 1090T

GPU: GTX 680 2GB

Ram: 8 GB

NVIDIA driver: 384.76 (I do not have Geforce experience installed)

Hi, this is really annoying. When i am in the city i always have fps between 32-45. And no matter what settings i change to accordingly from all kind of different forums posts and even with in-game v-sync off, any advance graphics off and MSAA off, i still have that low fps in the city all the time. It stays between 45-60 as soon as i go outside the city limits. Even with adaptive v-sync on and in-game v-sync off makes no difference. So after many hours of google searching and reading lots of forums posts and see a few Youtube videos about this to do as suggested, my fps doesnt really go up.

My cpu temp never goes over 39c, gpu temp never goes over 70c when msaa off. It had me thinking, maybe its not the game but my computer. In any other games i have no problem with 60 fps and good performance. I've read that people with higher pc specs than me got this fps problem as well but got it fixed with the v-sync off and nvidia control panel on. So is it my cpu that is bottlenecking or have i missed something here about the settings? Both in game and nvidia control panel.

I have Rivatuner OSD on all the time, even the gpu memory usage never goes over 60% even with msaa x2.

Your CPU pretty weak, equals to intel i3 old gen: http://https://youtu.be/0mboad36-R0 Four or six cores - doesn't matter much, as the game only uses 4. Reducing distance scaling should help.

Yeah i put it down to half on standard distance scaling, doesnt help. But yeah.. my cpu is the bottleneck then :p

If you want to change your CPU wait a little bit, in theory in April AMD will release the new Ryzen2 processors. These new processors requires an AM4 Motherboard + DDR4 RAM, so surely it will cost a lot for you, especially considering how high are the RAM prices now. You're in a bad situation because with your motherboard (which has an AM3 socket) you can only put old CPUs that will always bottleneck your GTX 680. GTA V is a CPU demanding game and with my GTX 970 + i5 4440 I have some FPS drops due to my CPU, so I'm definetely looking for these new AMD processors, which can also move Intel's prices a little bit :)

Half? You better make it 0% and consider buying used 1155\1150 set with intel i5\i7 CPU, or something of upcoming next month AMD products.

I'm assuming you've tested with all the graphics settings set to their lowest possible, right? I'm not so sure your CPU or GPU is to blame.

Now I'm running at 720p on this secondary machine here, but I rarely fall below 40fps, and that's with an i7 4810mq and a GTX 860m (laptop), and that's not with all the graphics set to the lowest. The CPU temp being so low is a bit troublesome though - GTA is quite resource intensive and on any system I've used, CPU usage is at least 25% when GTA is running, pushing the temperatures higher. 39c seems like a "high idle" temp.

Another thing you can do which was only pointed out to me a day or two ago, was try disabling full screen optimisations. If you find the GTA V installation folder and right click on the GTA5.exe file, and then click properties, there should be that option on the compatibility tab which, when checked, brought my FPS up by about 15. I can't use V-sync when these optimisations are disabled, but recently I've not experienced that I need it.
