How do you create a cuts.img animation?

in the cuts.img folder and seen these 3d models of the gta sa lcs pc edition 3.1.1 someone knows how to edit the animations and cameras of the file cuts.img it never occurred to me but I would like to make an intro with cuts.img in the style of that mod and with sounds and all that
