Have I lost 100 percent completion forever?

A few days ago Packie messaged me saying that he wanted to hang out with me but i never say yes. Now his like percent is at 29% which means that i cant hang out with him any longer. this is my only save where i have done all the things for 100% completion such as 200 pigeons and the other save is like 30 missions behind without any pigeons, stevie car thefts, exotic exports and brucie races. Will i never be able to get 100% completion for this game? Please help me. Can i change the game's code to increase Packie's like or any cheat, as i really dont wanna do all the stuff again
