GTA vice city progress saving but after i restart the game it starts from the beigining !

hello sir i have a problem with gta vice city for not saving game progress .

i have found a file gta_vc.set

so what i have to do now sir

vice city game is saving progress but after i restart it starts from beigining.

i have installed it many times

this not worked

and also i have not find any folder of name "GTA user files"

help me for solving this issue !!!!

Do you click on load game, or start from new game?
