The terminators are what made me rethink my I/E strategy. Now I kill all four NPC waves before moving the car anywhere (at least, I've never had more than four enemy sets spawn).

 

Also, screw the police chase steal. I will continue to blow it up and go back to source another over wasting five minutes trying to shoot the driver with an AP Pistol with three stars.

 

I hear you; my strategy (inspired by flexcreator) now is to:

 

* Fly around the scene (so as not to activate the chase) in my Pegasus Cargogbob to the roof of the "YouTool" building.

* Snipe both the driver in the car (no damage will be taken at that distance), then the LSPD chopper pilot.

* I then call Lester pronto to get rid of my wanted level, and go pick up the vehicle and deliver it.

 

It should be fairly easy flying at that point, with one more possible three-star wanted level, but it's fairly easy to lose at that point.

 

Alternatively, you can land a Cargogbob near (but again, not too close), call up an Armored Kuruma or Duke 'O Death--speed-chase down the vehicle, killing the driver quickly (side shot as you're driving alongside him), calling off the LSPD quickly while you're fairly safe in your PV, then driving the IE vehicle back to your Cargogbob for NPC traffic-free delivery.
