Need help from someone experienced enough from a Social Club crash after R* logo.

Game crashed and black screen after the R* logo, Rockstar social club cannot initialize. And at a very rare occasion, it could barely go pass the black screen with some GTA loading screen, but still at lower right corner it has a spinning icon saying Social club initializing, eventually it will give the Social club error message code 17. Here is how the crash look like in general.

 

-Contact R* support, endless jerked for 10+ hours, cannot arrive a resolution.

 

-Complete wipe of the game off my steam library, reinstalled, doesn't help.

 

-Deleted documents GTA folder, Social Club folder, verified steam cache integrity, doesn't help.

 

-Deleted pc_setting.bin cfg.bat settings.xml, verified steam cache integrity, doesn't help.

 

-Messed with Nvidia manage 3D setting, doesn't help.

 

-Allowed both GTAV in both Private and Public networking, doesn't help.

 

-Disabled anti-virus temporary, doesn't help.

 

-Used a new windows profile account and start GTA, allows me to go pass R* logo, but still gets me to this weird game setting that I know will eventually crash.

 

-Doing a complete display driver sweep and reinstall, will also help, but will only allow me to have normal game for 1-2 days, something will magically change overnight and I will be back to crash fest.

 

-It is not a problem of new or old display driver.

 

 

But let me explain clearly in detail, as soon as I crash the game and start the game in safe mode, it allows me to change any graphics setting, except if I change the refresh rate or turning off V-sync. Social club doesn't seem like to sync this change to me somehow. It keeps reverting my game into a weird setting, it is not a safe mode setting because safe mode is windowed, this is the setting that they keep reverting me game to ( https://i.imgur.com/8kJzrAu.jpg), which is at 56 Hz and I don't believe it is normal.

 

Another thing is, on March 5th, there was a world wide server issue, all the PC, Xbox one, PS4 platform went limited status, and return me this error message, I don't know if it is related, but this crash thing starts occurring after this. ( https://i.imgur.com/1uMyf86.jpg )

I had a nuisance one time which was a real pain to get fixed. Had to uninstall, clear out the traces of anything related in the system registry and then reinstall.

 

Have you tried uninstalling the Social Club via the Control Panel's "Add or Remove Programs" function and then downloading the latest Social Club Launcher?
