When near a ped is it possible to change/replace pistol whip into punch with weapon?

I play gta underground and the pistol whip didn't damage and flinch at anyone when im close to a ped

 

how can I change the pistol whip? I open melee.dat to change damage or replace it.

 

pistol whip animation is useless in that mod.
