Upgrading the buzzard

Do you have to be a certain level to upgrade the buzzard for its weapons? I just started playing Im only level 15. I know for cars you have to be a certain level to unlock upgrades

Nope, all buzzards are armed the same, except for the unarmed variant you see very very rarely.

 

If you're referring to taking it into a hangar, again there is no upgrade other than respray.

Yep the only aircraft that can be upgraded in your personal Hangar with anything other than a paintjob are all the ones included with the Smuggler's Run update, excluding the P996 Lazer (so that's 14 of them), the two aircraft from The Doomsday Heist (Akula and Volatol) and finally the Cuban 800.

 

The Avenger can also be upgraded, but that's part of the Facility.

There is an unarmed Buzzard and a Buzzard Attack Chopper which you get from Warstock not from the airplane/chopper shop whatever it's called.
