No Fees on Passive ?

Hello, Im a grinder most times but sometimes I just need to stop and relax

 

I pay around 35K fees when all business are runing and when I shut the labs is still around 20K per each 48 mins

 

Yesterday, to relax, I spent around 3h on passive mode, cruising around, walking in the midle of wild havoc battles and giving fast hikes to lost people from town to helipad, lol, all became a new way to enjoy the game on a voyeuristic relaxed mode

 

In the end I noticed I was not charged any fees, at least Hangar, Bunker and Facility

 

Does passive mode shuts down those fees ???
