Crew Logo under Jacket

Hey guys...

Trying to figure out why it's suddenly impossible to apply a crew emblem on a T-Shirt's front and then put on some open unzipped Jacket (almost all Track Jackets for example) Once you put such a jacket - crew logo is gone and there is no option to apply it back in "Crew Emblem" category. It was possible like 6 months ago and without any kind of glithes... Sooo... What do you guys think? Is it a bug? Or did Rockstar "fixed" a "bug" which allowed us to have a crew logo underneath jackets? May be someone knows any sort of a workaround?

 

P.S. Also can anyone give me a hint on how to unlock Crew Emblem for "Utility Tops - Black/White Combat Top"? When I try to apply an emblem, it says "Locked - Sorry this item is currently unavailable". Tried to google it but with no luck =|
