Arrest random event help, cop keeps shooting me when I stop the criminal

I'm having trouble with the random event near the pink dinosaur restaurant where a cop is chasing a criminal. Every time I stop the criminal, the cop starts shooting me and I get a wanted level. I tried killing him by running him over, and I also tried getting out and tazing him. Do I have to do it a certain way? Or did they patch it so that you can only kill the cop now? I would really appreciate any help, I want to do it so that I kill the criminal for one of them and the cop for the other one. Why does this happen for me? From google searchig it would seem that nobody else has run into this problem

Yea I checked the brady guide and it even says you will get stars for shooting at the criminal in both of these random events.

i had no problems since i know cop wants the criminal alive and well, i simply trip them over by making them stumble by driving car little bit in their running path and ever so slightly hitting so they fall and police catches up then i back off and watch the park ranger car pull up and criminal being pushed into it, since this game dont have it happen usually i take full advantage of this event.
