Because that actually is an edit of CJ. Look at the artwork of CJ in the blue-ish white shirt. It's the same position and face. Some shmuck just labeled it as OG Loc on R*'s website like they labeled Claude's artwork as Claude Speed once and people think that's canon. Doesn't really look like OG Loc either but it's closest to him out of the three. I thought it was just a random pedestrian or whatever. Like Niko's blonde, sharply dressed twin. Maybe Dmitri was supposed to be a physical expy of Niko in an early version of the game, like Darko was in the final version? I agree they're similar and I think with Darko at least it was deliberate. But I also think there's just a bit of an issue of characters looking the same in GTA IV lol. Literally every man in the game has a huge nose and a lot have other similar facial features. Niko, Dimitri, Darko, Faustin, Francis, Packie, Brian Meech, Playboy, Badman, plus probably some others, all rather similar. Quite a few short haired women with similar faces to each other too. Yea but that's just the modellers being lazy and reusing Niko's head for everyone and their mother.
