Firstly he's not fat so I guess it's more of a resemblance to how he appears to be in LCS and I always thought he had a Joe Pesci look going on. IIRC Grove Street was going to be purple and the Ballas, green, originally. As you can see, she looks nothing like her in-game counterpart. You thought he was CJ, right? Well, wrong! According to RGSC he's "Scarf Face". Spoiler T-Bone Mendez looks much more like a gangster in his artwork. Spoiler And it'd be a shame if I didn't mention this one. This, in no f*cking way, resembles the Maria Latore from the game. I'm sure more people would've enjoyed her missions it it did. I know GTA's prerogative has never been exact replicas of weapons but that thing looks like something a Khyber Pass gunsmith would be ashamed to have crafted!
