If I already have the office, mc, and bunker what happens when I get it? and would it be better to get a shark card?

Wait for a decent bonus cash Shark card offer if you must invest. That way you'd be able to buy what you want, and then get some GTA$ back if you decide to sell/trade said items in future. The things you get with Criminal Enterprise are the lowest of the low, and have zero trade in value.

 

p.s. Not sure what would happen if you already own properties; I suspect they would get replaced.

When you purchase the pack, you have to manually buy what is free. So if you buy purchase one now, I imagine you will keep what you have but with an option to trade each property in for the free ones. Which may or may not refund you for half of what you paid on the old ones.
