You can't. It doesn't even appear on current gen.

 

There are leaked beta screen shots of a free mode/turf war style gta. I think we were originally supposed to have a cop character and 4 other characters for each of the different crews. This was scrapped when they didnt have time to complete it before the games release. For some reaaon they left the slots visible to us.
