Incompatible clothing stuff

When I found out that R* added extra outfit slots I quickly got online and went to make some new outfits with the new utility vest and other stuff that they put in but when I tried to pair the new vest with the combat shirt it wouldnt appear and when I tried to pair it with the jackets it also didnt work, WHAT THE HELL? whats with the clusterf*ck of incompatible clothing items? I cant even make a decent outfit all because the restrictions on clothing are terrible and after 25 minutes of trying to make a decent outfit I gave up. I dont understand why the heck R* didnt bother to make most of the clothes pair and work with eachother. Has anyone else tried making their own cool outfits but cant because of the restrictions on clothing?
