Is there a glitch with the free Orbital Strike?

I logged into an invite only session to get the free Hermes, and other Christmas presents earlier today. Then logged out for real life Christmas reasons. And I just logged back in to a public session and wanted to use my free Orbital Strike. After going to the controls, I saw that there was a forty five minute cooldown, and the regular prices for the manual and auto aim orbital strikes. Is this a common glitch for people who don't use their free OS right away?
