I know $300 Is low, but this is just gonna be for very light internet browsing

Best you'll do for price is a i3 Dell Optiplex or similar, unless you get a second hand or returned manufacturer one. At that price you can't really build a worthwhile system.

At $300, you might get lucky second hand. Maybe buy a dated gaming rig in need of a few upgrades but then your $300 budget goes up.

$120 bucks, will still need a hard drive and probably a ram upgrade but $40 for a 120gb ssd, $40 for a 1tb storage drive and $30 for a 4gb stick of ddr3 (all newegg prices) would put you at $230.

thatd leave 70 bucks so if you wanted to spend the rest of your budget you could probably get a 750 ti used off ebay or gumtree and have a competent gaming rig. note watch out buying 750 ti's on ebay especially from china as most of those listings are 5/6 series cards with a flashed bios.

For internet browsing? Might as well just get a laptop for the added bonus of taking it places and using internet at friends or families places.

I recommend replacing the hard drive with an ssd when you think the time is appropriate, I have a Lenovo laptop, but replaced its 1tb hdd with a 120gb ssd. You even have the ability to do some ultra light gaming(nothing like GTA V tho).

I can expand the budget for more if I wanted, but I just need something simple.

Not sure if you have a spare mouse and keyboard, you should be able to find a cheap or free monitor, perhaps a friend could give you one if you dont have a spare. Im told you can get windows 10 keys from ebay for around $10-$15 and make your own usb(8gb) windows 10 installer flash drive with the tool in this official microsoft link: https://www.microsoft.com/en-us/software-download/windows10
