This is mostly annoying when the objective costs money. I've had it happen today when collecting an ammo drop. The easiest thing in the world and no way i could misunderstand the objective.

 

Othertimes doing a wheelie for 10 seconds. I'll run up and down the airport doing a wheelie for 16, 17 seconds over and over and then it will finally remember.

Did you call Merryweather for the drop, I don't think ceo works.

 

Sometimes you have to land the wheelie for it to click.

Yeah through Merryweather. 4 times. it eventually clicked.
