Does anyone know if it is possible to buy a different Facility other than the one you already own and swap them out so you only have to pay the difference for the new one? Just like how apartments work.

No, you get 50% refunded, so 50% down the drain if you decide you want another Facility. Thus the same as with bunkers and hangars.

You will need the full cost of the new facility up front, when purchased, you will get a 50% refund from the old facility

 

You cannot use the 50% of the old facility as a deposit, lice the garages and apartments
