1. Wait for an email (on your in-game phone)
2. Go to where it shows you on the picture (and you'll have a ? on your map)
3. Look around for a note
4. Go to each of the three places that now have a ? on the map and inspect the clues
5. Go to the last place and open a chest for the new Double-Action Revolver
6. Make 50 headshot kills with it to earn $250,000

Good news: You can find the clues and gun while in passive mode and/or in a non-public lobby. You can kill 50 NPCs with headshots, unless you'd rather kill players. If you have a second character, you can do the challenge of finding the clues/gun again (but you can't get another $250,000)

Unfortunately, or fortunately, however you want to look at it, I don't believe the cannon actually rewards you with the "kill", so you don't have to worry about insurance or BS points.
