How can I improve performance on Windows 10?

 

I have GTA IV version 1.0.8.0, and EFLC version 1.1.3.0, and these versions seem to be the best for performance, however I still get a lot of stuttering.

I was doing Bad Cop Drop in TLaD, and got up to the ambush and it was almost unplayable because it stutters so much in that parking lot area for some reason.

 

My specs:

AMD Ryzen 5 1600X

16GB RAM

GTX 1070
