Basically the metal springs are replaced with thick rubber bags filled with air. An electric air compressor connected to the car’s electrical system squeezes air in to raise the spring rate and ride height or lets air out to lower them. Not that complex, really. The turbos are a bodywork / vehicle "extra", which are saved in a bit field that typically can't be accessed through normal means. It can only be manipulated through a merge glitch, or sometimes they are changed when buying a modification like in this case the hood. The podium vehicles always have this bit field set to 0, meaning no "extras" that the vehicle might have will show up after you win it.
