U have to reach lvl 5. After a while he should call u, just gotta wait.

Simeon never called me. And i wasn't getting that message about delivering cars to him or something.

Make sure you're on free roam, if you're in any other lobby he won't call you.

 

If that won't work then try in a invite only session.

Or try going to single player and then go online again. If you are in an online session and you unlock something by leveling up, the game doesn't unlock it for you to buy even if you should be entitled. Happens with weapon unlocks at least ...

Also sometimes doing a mission and then exiting back to the lobby he calls after a few minutes....

All you need to do is to skip the gta online tutorial at the very beginning.By doing this I bought my first property at lvl 1.After you have skipped the tutorial a cut scene showing the grand opening of the diamond casino and resort will appear.This act triggers off all the tips and instructions for beginners and so you dont need to be a lvl 5 or get a call from Simeon to buy properties

I did all of this and it’s still telling me I have to wait for a call
