It means they're using the session for a stream most likely. They're usually on Twitch.

Could be part of their efforts to crack down on modders by speculating sessions and watching how people play and watch for people using cheats

Yeah I only speculate two things - it's being used amongst other Rockstar Games players or invitees, or it's a developer in the SCTV spectator mode. For the latter however, it's been possible through PC mods to have that mode available - whether or not the user having the relevant social club flag to mark them as someone from Rockstar causes that message to pop up I dunno.

Needless to say they couldn't get anything done in there because almost the entire lobby went after then in jets, as a result they kicked everyone our of the session and made that public session turn into a invite only session.

 

Just goes to show you how they don't really understand the player base of this game.

R* expects everyone else to deal with supply runs in public lobbies

Ahh well to be fair, I wouldn't be the least bit surprised if it was someone from Rockstar looking in on the session which caused that.

 

Then again, I'm swaying more to the idea of "wow, so these modders can now spoof that alert to other players" - it could be a new way to kick other players (a new option in their mod menu), for example.

On LG and PC, modders with certain menus can kick users using this "SCTV" as their excuse so players wouldn't be suspicious of a modder.

This is old news and has been posted many times since 2013. That said, as well as the above legit explanations, I would not be surprised if it was a bug that selected that message after a session died.

 

After all, this is GTA.
