Help with GTA EFLC, Game is stuttery and blury.

Im trying to play EFLC and when i get to the main selection menu, it is very slow and unresponsive. The images will also alternate from being blurry to clear. This also makes the Riva tuner overlay blurry as well. If i do manage to get to load the game i get really bad performance. And my GPU runs at 100%, But it makes no sense because i was able to run the game at 60fps.
