Can't play after correct install and registration complete

I installed GTA IV for PC. When I booted it up, it would not get past the initial screen with the copyright information. I then used this hotfix (Loading Screen 'Hotfix' for GTAIV on PC): https://support.rockstargames.com/hc/en-us/articles/20014486


This hotfix got me past the first screen, but when the music plays for a second and stops (assuming its ready for me to chose a game play option) the screen remains blank.


PLEASE HELP.
