[C#] Play Video w/ Pos + Scale params w/o pre-requisites?

Anyone found a way to play a video of any format over the game, if the user plays in windowed the embed video will respect the screen scale and so forth?

The video should only take a part of the screen.

 

I'm guessing the stone way of doing this would be to import the videos in the game and load them using scaleform natives.
