I cant find a Packie after 100 percent completed game.

Hello, i completed GTA 5 100 percent and im tryed with 4 door car along with MIkey, Franklin and Trevor to find a Packie but i could not find him at all.

I looked over 1 hour but.... no way.

Any suggestions?

 

EDIt :i did not completed a Tonya and strange freak missions

doing 1or 2 tonya S&F missions are unlocking some of the random events including packie one. S&F are designed to be completed in the order and time they appear though you can do them whenever you like.

How did you finish 100% without tonya S&F fully completed? they are all requred for 100%!

Yea, i guess ill finished game at 87 percent due to Tonya and the Strange n Freaks... ill try now to find Packie.
