Possible to store “unstoreable” vehicles?

Is it still possible to store modded cars in your garage? Like the tow truck or cop cars? I did it years ago and assume its patched right? If not, can someone like a video to a working method. (When I say stored in garage I mean insured).

They are blacklisted. No matter what you do, you will never be able to store them or insure them like you could during the early days.
