Can't Drive Any Vehicle [PC windows store download]

Whenver CJ hops on a vehicle, the back wheel(s) spin while the front wheel(s) stay in place. I can't move on any vehicle except my back wheel goes in a circle while the front wheel turns-like a donut. I'm playing on a pc after downloading the app from the windows store. I was able to complete the mission for tenpenny (on foot) where CJ shoots and takes a picture of a guy in whetstone.
